Meet the Senior Coordinators of Kentucky Amateur Radio Emergency Service Program:
The following volunteers serve as managing coordinators of the KY
ARES program. They are compised of the Section Emergency Coordinator (State Coordinator), Assistant Section Emergency Coordinators (Regional Coodinators with 2-3 districts) and District Emergency Coordinators (Districts with 9-13 counties).

Christopher Nelsen, WD9HIK

Mr. Nelsen was first licensed in 1967 as a Novice and currently holds the Extra Class Amateur license and the commercial class radiotelephone license. He has a Bachelor of Science degree in Electronic Engineering and has worked for the Navel Ships Research and Development Center, Magnavox and ITT Aero/Optical on various military projects.
He was issued US Patent (#4683753) in 1987 for a unique vibration sensor. Mr. Nelsen has been employed by a tier one automotive parts supplier since 1973 and is currently the quality assurance manager at their Hopkinsville, KY plant.
He has served as the ARES EC for Scotland County, NC and held various club offices in both IN & NC amateur radio clubs. He has had experience in providing communication support for served agencies (local government, fire departments, salvation army, etc.) during hurricanes and tornadoes in the South.
He is a lifetime member of the ARRL and owner/trustee of the 224.78 repeater in Hopkinsville. Mr. Nelsen had completed the ARRL courses for Amateur Radio Emergency Communications Level 1, 2, & 3 and is an ARRL volunteer examiner.
Mr. Nelsen is also a private pilot and lifetime member of Experimental Aircraft Association.

Hello,
I'm William Whittom the Dist 4 Emergency Coordinator. I am 50 years old having been born in 1961. The son of a preacher I grew up traveling all over, never staying in one place more then 3 years. I claim Roswell New Mexico as my home town.
At 16 we moved to Glasgow Ky. where I foolishly dropped out of school after completing the 10th grade. On my 17th birthday with my parents permission I enlisted in the United States ARMY for 6 years, and received my GED. 1980 arrived and I married my wife Sharon of whom I am still married to after 31 years. She and I attended Lindsey Wilson College in 1984 and graduated in 1986 with a A.A in business management. After that I picked up Classes as I could and received my Doctorate in 1999.
I earned my Novice Lic. in 1987 and soon after upgraded to Tech where I stayed for many years. When CW was removed I upgraded to General class where I remain today.
I have served as E.C. in 2 different counties, as an O.O. and as 4th Dist. E.C. until my wife had some medical problems which lead to removal of her leg. She is doing fine now so that I can once again return to serve as DEC. Presently we also are raising 4 foster boys who have taught me many things. Kenny Heavrin has a long, professional career in law enforcement, including four years with the Jefferson County Police Department and seven years with the Kentucky State Police.”
In addition to his training in law enforcement, he has gained special experience in analyzing and managing life and property threatening events as a Hazardous Devices Investigator (Bomb Squad) for the KSP and Jefferson County as well as working as an EMT for the Emergency Medical Services. Most recently, he has served in the capacity of a Security Specialists.
Kenny has first responder training including IS-100, Incident Command System, IS-300-400, Advanced ICS, IS-700 National Incident Command System, WMD Response and Operations, plus ARRL Emergency Communications training, having completed EC-001.
A Kentuckian, he graduated from Meade County High School, received an Associate Degree from Elizabethtown Community College, and attended Indiana University Southeast, receiving a Bachelor of Science in Business Administration. He holds a General Class amateur radio license.

I was licensed in 1960 with the call of WN4ETV and then it changed to WA4SWF. I am retired from A-K Steel in Ashland. I use to be the Lawrence County EM Director. I use to be NCS on the KY Phone Net and worked both the CW Nets. I use to have a couple packet nodes and now into VHF repeaters. Was the EC and then the DEC and now the ASEC for region 4.
I was ASM, OES, Assist. GLD Director, AEC, Louisa Hamfest Chairman, Club member in Ashland, Ironton, Grayson, Louisa, Paintsville and So. Williamson. I was on the Louisa Library Board, HUD Housing Chairman, Solid Waste Coordinator, Pride Coordinator, City Councilman, Member ARRL, QCWA, Ten-Ten. I like working DX, contesting and working on repeater projects.

Graduate work in English, History, and Education at UK and EKU. MA in Education from EKU; post Masters and Administrative certification at EKU.
Presently retired - worked as teacher, coach, and 14 years as principal in the Hazard Independent School System. Worked 10 years as district Instructional Supervisor, including Technology Coordinator, where I planned and implemented the first school technology system.
First licensed as a novice in 1958; have kept same call since then (after losing the N) Extra Class Licensee, WCARS VEC VE Team Leader, ARRL VE member.
I served on the ARRL Education Task Force in 1980's. Have had numerous classes for Novice, Tech, General, and Extra Licenses.
Trained 34 local Health Dept. Personnel in a two day training session.
They passed their Tech Licenses in 2005.
Awards: A1-OP, WAS, WAC, DXCC, have won a few ARRL Section Awards in CW QRP SS, DX Contests, etc.
Present appointments: ORS, Great Lakes Assistant Director, ARRL KY Section Legislative Action Committee Member, KY CW Net (KYN) manager, DEC District 10.

I have been secretary-treasurer of the KY Mountains ARC for many years I have been the Kentucky Correspondent for the SERA Repeater Journal for a couple of years. I still enjoy the KY CW Net, building and operating QRP, especially in contests and QRP Sprints, a little vintage AM operation, and beating my previous scores in a couple of contests.

I received my Novice license in 1991 as KC4ZSQ while residing in Scott County, Tenn. I upgraded to Advanced Class in 1993 and held the call KR4SE then later in 1993 I upgraded to Extra and received the call AD4WB.
I got started working 10 meter QRP then after purchasing an old Ten Tec Century 21 I graduated to the lower bands. I served as EC for Scott County, Tenn. from approximately 1995 until 2001 when I was activated by the Kentucky Army National Guard and served 2 years on active duty following 9-11. I have worked as a Dispatcher/Radio Operator with the Dept. of the Army Security Police at Blue Grass Army Depot in Madison County, Kentucky.
I retired from the Guard in 2003 after demobilization. I have also served as an Official Observer in Scott County and again in Kentucky. I started working as a Machinist for a Log Home manufacturer in Tennessee and worked at this job for 23 years with the last 10 being the Maintenance Supervisor in charge of designing and building new equipment used in the automated production of new log home components.
I have recently joined the local Search and Rescue unit in McCreary County to provide communications support and to serve as a radio operator during squad activations. I am a Skywarn operator and have been working to establish a viable Skywarn net for this region of Kentucky serving the Jackson weather office. I was a founding member of the Big South Fork Amateur Radio Club serving the Big South Fork region of Kentucky and Tennessee. I served as Secretary/Treasurer from 1993 until 1999, and I am still a member of this club. I also recently joined the Lake Cumberland Amateur Radio Association in Pulaski County, Kentucky.
I am active on 75 meters every morning on the Tennessee Phone Net 3.980 Mhz and the Good Morning Kentucky Phone Net on 3.810 Mhz. I also am a regular on the Wide Area Repeater Network on UHF 444.050 each Thursday nights at 9:00 pm. I am a member of the Straight Key Century Club #7506. I also have recently experimented with the digital modes and can be found on occasion checking into the Kentucky Digital Nets on Monday and Wednesday nights.
